Does anyone else remember this character from Family Guy? I think his name was "Jimbo Jeffstein" and was used in a gag about Peter Griffin fighting in the Angolan Civil War, where Peter brings back an MPLA soldier he befriended only for him to behead Meg and steal all their food.
